Advisory Board Meeting
Thursday, July 18, 2019

A meeting of the Advisory Board of Southeast Area Cooperative was held on Thursday, July 18, 2019 at the Beresford High School in Beresford, South Dakota. Members present were: Tim Rhead, Alcester‐Hudson School District (via phone); Brian Field, Beresford School District; Terry Gerber, Canton (via phone); and Brett Mellem Viborg‐Hurley School District. Also present were Tricia West, Director (via phone) and Ann Boden, Business Manager Southeast Area Cooperative.


Brian Field called the meeting to order at 9:48 a.m.


A motion was made by Tim Rhead and seconded by Terry Gerber to adopt the agenda. Motion carried.


A motion was made by Brett Mellem and seconded by Terry Gerber to select Derek Barrios as Advisory Board President and Jason Selchert as Vice President for 2019‐2020. Motion carried.


A motion was made by Tim Rhead and seconded by Brett Mellem to approve the minutes of the June 21, 2019 meeting. Motion carried.


The financial report as prepared by the Business Manager for June 2019 was presented:
General Fund Opening Balance: $287,257; Receipts: $458,422; Disbursements: $374,494; for a closing balance of $459,999. A motion was made by Brett Mellem and seconded by Terry Gerber to approve the
financial report, as presented. Motion carried.


A listing of bills was presented. A motion was made by Tim Rhead and seconded by Brett Mellem to approve the payment of 2018‐2019 and 2019‐2020 bills. Motion carried.


Public Hearing as authorized by the Board of Directors for Thursday, July 18, 2019 was held on the proposed 2019‐2020 budget. Ann Boden presented the budget. A motion was made by Terry Gerber and seconded by Brett Mellem to recommend approval of the 2019‐2020 budget to the Board of
Directors. Motion carried.


A motion was made by Tim Rhead and seconded by Terry Gerber to approve the Perkins local plan. Motion carried.


Discussion was held on advisory board meeting dates and times for the 2019‐2020 school year. Director West will send out a survey to determine which dates work best and the schedule will be approved at the September board meeting.


A motion to approve the first reading of the updates and/or additions to the Nondiscrimination; Equal Opportunity Employment; Staff Ethics; Staff Conduct; Employee Use of Social Networking Sites; Ethical Use of District, Public, or Private Technology Resources; and General Reference policies was made by Terry Gerber and seconded by Tim Rhead. Motion carried.


The Leadership Team report included:
 There were 242 people in attendance at Kindergarten Academy, of which 199 took the class for USD Credit. 41 Southeast Area Cooperative and member school staff attended.
 Paraprofessional in‐service will be August 7th from 8:30‐3:00 at the Bridges. Tricia is requesting names of those attending by August 1st.
 Canton and Viborg Hurley have SPED reviews during the 2019‐2020 school year.
 New SPED staff in‐service will be September 4th from 8:30‐3:00 at the coop office.
A motion was made by Brett Mellem and seconded by Terry Gerber to adjourn the meeting. Motion carried. Meeting adjourned at 10:06 a.m.
