BOARD OF DIRECTORS

A meeting of the Board of Directors of Southeast Area Cooperative was held on November 15, 2023 at the office of Southeast Area Cooperative, Beresford, South Dakota. The members of the Board of Directors present were: Amanda Beeler, Alcester-Hudson School District; Dan Erickson, Beresford School
District; Robin Kappenman, Canton School District (virtual); Sabrina Sayler, Elk Point-Jefferson School
District (virtual); Faydra Christensen, Viborg-Hurley School District. Also present were Tim Rhead,
Superintendent Alcester-Hudson School District; Ann Boden, Business Manager and Tricia West, Director, Southeast Area Cooperative.

Faydra Christensen called the meeting to order at 5:36 p.m. The Pledge of Allegiance was recited.

A motion was made by Amanda Beeler and seconded by Dan Erickson to adopt the agenda. All present
voted yes. Motion carried.

A motion was made by Dan Erickson and seconded by Amanda Beeler to approve the August 16, 2023
minutes. All present voted yes. Motion carried.

The financial report as prepared by the Business Manager was presented with the three-month period
being reviewed. The following action in the General Fund was shown: Beginning Balance: $766,494;
Receipts from Local Sources: $586,809; Receipts from Federal Sources: $175,832; Disbursements of
$542,536, and a Closing Balance of $986,599. A motion was made by Sabrina Sayler and seconded by
Dan Erickson to approve the financial report. All present voted yes. Motion carried.

A listing of bills for September, October, and November 2023 was presented. A motion was made by
Amanda Beeler and seconded by Dan Erickson to approve the payment of bills. All present voted yes.
Motion carried.

A motion was made by Sabrina Sayler and seconded by Robin Kappenman to designate Faydra
Christensen, Dan Erickson, and Amanda Beeler as the negotiations committee. All present voted yes.
Motion carried.

A motion was made by Dan Erickson and seconded by Amanda Beeler to ratify the actions of the Advisory Board from the September and October 2023 meetings and to act on the following consent agenda items:
 Declare 2006 Chevrolet Malibu Surplus
 Approve resignation of Jordan Flinn, Early Childhood Teacher
All present voted yes. Motion carried.

A motion was made by Sabrina Sayler and seconded by Dan Erickson to approve the hire of Maizy Baldwin, Early Childhood Paraprofessional. All present voted yes with Robin Kappenman abstaining.
Motion carried.

A motion was made by Amanda Beeler and seconded by Dan Erickson to enter executive session at 5:50 p.m. per SDCL 1-25-2(1) for discussing the qualifications, competence, performance, character or fitness of any public officer or employee or prospective public officer or employee. All present voted yes.
Motion carried. President Faydra Christensen declared the Board out of executive session at 6:12 p.m.

A motion was made by Amanda Beeler and seconded by Dan Erickson to make changes to 2023-2024
employee compensation as follows:
 $1,500/semester bonus pro-rated for Early Childhood Teachers working while short staffed.
 Increase Early Childhood Paraprofessional base wage to $18.00/hour adjusted for years of experience.
All present voted yes. Motion carried.

There were no actions of the SILDL governing board to report.

There was no public input.

Tricia West presented the Leadership Team report which included:
 Early Childhood changes
 Staffing
 Special Education reviews

A motion was made by Sabrina Sayler and seconded by Amanda Beeler to adjourn the meeting. All present voted yes. Motion carried. Meeting adjourned at 6:17 p.m. The next meeting of the Board of
Directors will be February 21, 2024.
