SOUTHEAST AREA COOPERATIVE
BOARD OF DIRECTORS
Wednesday, May 15, 2024


A meeting of the Board of Directors of Southeast Area Cooperative was held on May 15, 2024 at the office of Southeast Area Cooperative, Beresford, South Dakota. The members of the Board of Directors
present were: Amanda Beeler, Alcester-Hudson School District (virtual); Robin Kappenman, Canton School District (virtual); Sabrina Sayler, Elk Point-Jefferson School District (virtual); and Faydra Christensen, Viborg-Hurley School District (virtual). Also present were Tim Rhead, Superintendent Alcester-Hudson School District; Ann Boden, Business Manager and Tricia West, Director, Southeast Area Cooperative.
Faydra Christensen called the meeting to order at 4:30 p.m. The Pledge of Allegiance was recited.

A motion was made by Sabrina Sayler and seconded by Amanda Beeler to adopt the agenda which the following change to item #9, add hire of Kayla Bullis. All present voted yes. Motion carried.

A motion was made by Amanda Beeler and seconded by Robin Kappenman to approve the February 21, 2024 minutes. All present voted yes. Motion carried.

The financial report as prepared by the Business Manager was presented with the three-month period being reviewed. The following action in the General Fund was shown: Beginning Balance: $1,015,077;
Receipts from Local Sources: $224,179; Receipts from Federal Sources: $302,384; Disbursements of
$510,310, and a Closing Balance of $1,031,330. A motion was made by Robin Kappenman and seconded
by Sabrina Sayler to approve the financial report. All present voted yes. Motion carried.

A listing of bills for March, April, and May 2024 was presented. A motion was made by Sabrina Sayler and seconded by Amanda Beeler to approve the payment of bills. All present voted yes. Motion carried. A listing of paid vouchers follows:

A motion was made by Amanda Beeler and seconded by Sabrina Sayler to approve negotiations as
recommended from the board committee and contracts for 2024-2025 including ESY contracts. All present voted yes. Motion carried.

A motion was made by Robin Kappenman and seconded by Amanda Beeler to approve $1,000 bonuses
for the Early Childhood SPED Teachers. All present voted yes. Motion carried.

A motion was made by Robin Kappenman and seconded by Sabrina Sayler to approve $250 bonus to
returning staff who completed the Bright Beginnings training. All present voted yes. Motion carried.

A motion was made by Sabrina Sayler and seconded by Amanda Beeler to approve the resignations of
Andrea Flyger, OT; Cari Hansen, SLPA; Haley McDowell, SLP; Sandi Goltermann, Behavior Specialist; and
Maizy Hansen, Paraprofessional. All present voted yes. Motion carried.

A motion was made by Robin Kappenman and seconded by Sabrina Sayler to approve the hire of Kat
Baker, SLP; Ben Schmidt, SLP; Emily Mikelson, OT; Jenna Cox, School Psychologist; Kayla Bullis,
Paraprofessional. All present voted yes. Motion carried.

A motion was made by Amanda Beeler and seconded by Robin Kappenman to approve the consent
agenda items.
a. Authorize Director to offer contracts/accept resignations.
b. Approve paper and supply bids.
c. Approve the comprehensive plan.
d. Set public hearing date for the 2024-2025 budget for July 9, 2024 at 11:00 a.m.
e. Approve changing the next Advisory Board meeting to June 18, 2024 at 10:00 a.m. at the Canton High School
All present voted yes. Motion carried.

There were no actions of the SILDL governing board to report.

There was no public input.

Tricia West presented the Leadership Team report which included:
 Kindergarten Academy
 Summer trainings being offered
 Grant applications
 Desiree Parmenter was presented the Union County Child Advocate of the Year Award.

A motion was made by Sabrina Sayler and seconded by Amanda Beeler to adjourn the meeting. All present voted yes. Motion carried. Meeting adjourned at 4:51 p.m. The next meeting of the Board of
Directors will be August 21, 2024.
